Dancing Scenes in Bollywood Movies: A Representation of Sex?

I was once told that the dancing scenes in Bollywood movies are not just a sideshow to a great entertainment. It was a well-crafted Music Video to capture the romance between a couple in the movie.
This is because the film censorship in India does not allow provocative sex scenes and nudity.
The dancing and singing were done as a representation of sex. So, you have to use your imagination.
